Mahahalagang punto

"(g) Compounding refers to the sum of processes performed by a pharmacist in drug preparation including the calculations, mixing, assembling, packaging, or labeling of a drug: (i) as the result of a prescription or drug order by a physician, dentist, or veterinarian; or (ii) for the purpose of, or in relation to, research, teaching, or chemical analysis;"

  • Research, teaching o chemical analysis.

Ganito ang paragraph (a): "Prepare, compound or manufacture, preserve, store, distribute, procure, sell, or dispense, or both, any pharmaceutical product or its raw materials" (maghanda, mag-compound o gumawa, mag-preserve, mag-store, mamahagi, kumuha, magbenta o mag-dispense, o pareho, ng anumang pharmaceutical product o ng mga hilaw na materyales nito). Sinasabi rin ng section: "Activities under paragraphs (a), (b), (c), (d) and (i) are exclusive to licensed pharmacists." (Ang mga aktibidad sa ilalim ng paragraphs (a), (b), (c), (d) at (i) ay eksklusibo sa licensed pharmacists.)

Sec. 30: licensed outlet at itinakdang standards

"No pharmaceutical product, of whatever nature and kind, shall be compounded, dispensed, sold or resold, or otherwise be made available to the consuming public, except through a retail drug outlet duly licensed by the FDA."

"Compounding and dispensing shall be done only by duly registered and licensed pharmacists, in accordance with current Good Manufacturing Practice, laboratory practice, Philippine Practice Standards for Pharmacists and dispensing guidelines. A registered and licensed pharmacist may refuse to compound, dispense or sell drugs and pharmaceutical products, if not in accordance with this Act and the abovementioned standards."

Ganito rin ang sinasabi ng DOH Administrative Order No. 2024-0015 (Section VI.A.1.d), ang mga licensing rule ng FDA Philippines, tungkol sa mga outlet: "Only Pharmaceutical outlet licensed or authorized by the FDA shall compound, sell, offer for sale, or dispense any pharmaceutical product to the consuming public."

Ganito ang Sec. 33: "All prescriptions and pharmacist-only OTC medicines shall be filled, compounded and dispensed only by a registered and licensed pharmacist, in accordance with the Philippine Practice Standards for Pharmacists, Dispensing Guidelines and other standards pertaining to purity, safety and quality." (Lahat ng prescription at pharmacist-only OTC medicines ay i-fill, i-compound at i-dispense lang ng registered at licensed pharmacist, alinsunod sa Philippine Practice Standards for Pharmacists, Dispensing Guidelines at iba pang standards tungkol sa kadalisayan, kaligtasan at kalidad.)

Sinasabi rin nito: "Prescription medicines may be dispensed only by a duly registered and licensed pharmacist and only with a valid prescription of a physician, dentist, or veterinarian."

  • pangalan ng pasyente at generic name ng gamot;
  • brand name, kung mayroon, strength, expiry date at directions for use;
  • pangalan at address ng pharmacy;

RA 9711 Sec. 9 (inaamyendahan ang Sec. 10(v) ng RA 3720) Establishment sa production ng health products, kasama ang compounding, formulating, filling at labeling, "with the end in view of its storage, sale or distribution" (na may layuning i-store, ibenta o ipamahagi ito) "the compounding and filling of prescriptions in drugstores and hospital pharmacies" (ang compounding at filling ng prescriptions sa drugstores at hospital pharmacies)
DOH AO 2024-0015, Annex A Inuulit ang RA 9711 definition "the compounding and filling of prescriptions in drugstores and hospital pharmacies"

Ganito ang buong text ng RA 10918:

"(gg) Pharmaceutical manufacturers refer to establishments engaged in any or all operations involved in the production of pharmaceutical products including the preparation, processing, compounding, formulating, filling, packaging, repackaging, altering, ornamenting, finishing and labeling, preparatory to their storage, sale, or distribution, except the compounding and filling of prescriptions in pharmaceutical outlets;"

"'Manufacturer', in relation to a health product, means an establishment engaged in any and all operations involved in the production of health products including preparation, processing, compounding, formnlating, filling, packing, repacking, altering, ornamenting, finishing and labeling with the end in view of its storage, sale or distribution: Provided, That the term shall not apply to the compounding and filling of prescriptions in drugstores and hospital pharmacies. A trader shall be categorized as a manufacturer."

"(k) Preparing and compounding of pharmaceutical products in quantities greatly in excess of single therapeutic doses, without the presence and supervision of a duly registered and licensed pharmacist;"

  • Sec. 45(g): "Compounding and dispensing not in accordance with current Good Manufacturing Practice, Good Laboratory Practice and Philippine Practice Standards for Pharmacists, and such other standards and guidelines issued by the Board;" (Compounding at dispensing na hindi alinsunod sa current Good Manufacturing Practice, Good Laboratory Practice at Philippine Practice Standards for Pharmacists, at iba pang standards at guidelines na inilabas ng Board.)

No. 2026-1309 September 17, 2026 "Tirzepatide 30mg Purity >99.5% [HPLC] For research only" Unregistered drug product na walang Certificate of Product Registration; binabalaan ang publiko na huwag itong bilhin o gamitin

Ganito nagsisimula ang Advisory No. 2026-1306: "The Food and Drug Administration (FDA) advises the public against the purchase and use of the following unregistered drug product: 1. ZMZ Peptides Tirzepatide Compounded in USA For subcutaneous use" (pinapayuhan ng FDA ang publiko laban sa pagbili at paggamit ng sumusunod na unregistered drug product: 1. ZMZ Peptides Tirzepatide Compounded in USA For subcutaneous use).

  • Hindi approved: "compounded drugs are not FDA approved. This means the agency does not review compounded drugs for safety, effectiveness or quality before they are marketed."
  • Kailan gagamitin: ang compounded drugs ay "should only be used in patients whose medical needs cannot be met by an FDA-approved drug."
Sinasabi ng update nito noong April 1, 2026: "Tirzepatide and semaglutide do not currently appear on the 503B bulks list or on FDA's drug shortage list."

US FDA adverse event reports, as of May 31, 2026:

Produkto Mga report na natanggap ng US FDA
Compounded semaglutide 990
Compounded tirzepatide Mahigit 730

  • Imported ba ang produkto, o may label na "research use only" o "not for human consumption"?

Dine-define ng RA 10918 ang compounding bilang ginagawa alinman "as the result of a prescription or drug order by a physician, dentist, or veterinarian" (bilang resulta ng prescription o drug order ng physician, dentist o veterinarian) o para sa research, teaching o chemical analysis.

Sinasabi ng US FDA na "compounded drugs are not FDA approved. This means the agency does not review compounded drugs for safety, effectiveness or quality before they are marketed."
